They argue that the tribe hasn't clearly demonstrated how specific federal actions directly caused harm or how they violated a specific trust duty. The government further asserts that the Navajo Nation's claims are barred by the statute of limitations and that the tribe has not properly exhausted all administrative remedies. The Justice Department lawyers representing the U.S. argue that the court should defer to Congress and the executive branch regarding the allocation and management of the Colorado River's resources, citing complex interstate agreements and federal legislation governing the river.
