In a significant escalation of rhetoric, Russian President Vladimir Putin has outlined conditions for a ceasefire in Ukraine that demand substantial territorial concessions. Putin stated that Russia would immediately cease fire and enter negotiations if Ukraine withdraws its troops from the entire territory of Donetsk, Luhansk, Kherson, and Zaporizhzhia regions. These regions, partially occupied by Russia, are claimed as part of Russia despite lacking full control. Putin's demand also includes Ukraine abandoning its NATO membership aspirations. He insists that Ukraine must formally declare its neutrality and commitment to a non-nuclear status. Furthermore, he reiterated the call for the "demilitarization" and "denazification" of Ukraine, echoing previous justifications for the invasion. Ukrainian officials immediately rejected Putin's proposal as absurd and a demand for surrender. They reaffirmed their commitment to defending their territorial integrity and seeking NATO membership. The timing of Putin's announcement coincides with the lead-up to a Swiss-hosted peace conference on Ukraine, from which Russia is excluded, and is widely seen as an attempt to undermine the summit's legitimacy and shift the narrative in Russia's favor.
