The memo suggests targeting states like Arizona, Georgia, Michigan, Pennsylvania, and Wisconsin. It proposes pressuring Republican state legislatures and governors to decertify or delay certification of election results, citing alleged widespread voter fraud and irregularities, despite lack of evidence. A key component of the plan involved encouraging Republican-controlled state legislatures to appoint alternative slates of electors loyal to Trump, effectively overturning the popular vote.
